1. Introduction


Congratulations! You’ve made it through one of the toughest phases of your academic journey — the NEET UG cycle. From endless lectures, mock tests, NCERT revisions, and the anxiety-filled exam day, to now finally seeing your result — take a deep breath. You did it. 🎉

This year’s NEET paper was particularly challenging, and the cutoffs were quite unexpected — with many students taken aback by how high the scores went, despite the paper’s difficulty. But don’t lose hope. Whether your score seems high or low, getting into a medical college — especially a government one in Uttar Pradesh — is absolutely worth it.

This blog is written by a 2023 batch MBBS student currently studying in a government medical college in UP, so everything you’ll read here comes not just from data — but also from real experience.

2. UP NEET Counseling Process


Step-by-Step guide:

1. Registration on the UP NEET Counselling Portal






To participate in the UP NEET 2025 counselling, candidates must first register on the official website of the Directorate General of Medical Education and Training, Uttar Pradesh ( https://upneet.gov.in ) .

Registration Start Date:18th-28th July, 2025

Documents Required: NEET 2025 Admit Card, Scorecard, Class 10 & 12 certificates, ID proof, etc.

A registration fee (₹2,000 for Govt. colleges-non refundable+₹30,000 Refundable) is payable online.

Always download the final confirmation page after submission.




2. Document Upload & Verification





After successful registration, candidates will need to upload scanned copies of the required documents on the portal

Documents include:

  • NEET 2025 Admit Card
  • NEET 2025 Scorecard
  • Class 10 & 12 Marksheet and Certificates
  • Domicile Certificate (for UP state quota)
  • Category/Caste Certificate (if applicable)
  • Income Certificate (for EWS/OBC)
  • ID Proof (Aadhar/PAN)
  • Birth Certificate
  • Migration Certificate, Character Certificate, Transfer Certificate
  • Gap Certificate

Keep all originals and multiple photocopies ready for verification, along with passport size photos.





3. State Merit List



  • After document verification, the Directorate General of Medical Education and Training, UP (DGME UP) will publish the State Merit List
  • This list includes names of eligible candidates who have successfully registered and verified documents
  • It is based on NEET 2025 scores, and arranged category-wise and rank-wise
  • The merit list helps candidates understand their relative standing for UP state quota seats
  • Only candidates listed in the merit list will be allowed to participate in the choice filling process

4. Choice Filling and Locking



  • Once the merit list is released, candidates can log in to the counselling portal to fill their preferred choices of government and private medical/dental colleges in UP
  • You can rearrange, delete, or add choices any number of times before the deadline
  • Carefully research college cutoffs, infrastructure, location, and reviews before finalizing
  • After finalizing your choices, lock them to ensure they are considered for allotment
  • Once locked, choices cannot be edited, so be sure before confirming


5. First Round Seat Allotment





  • Based on your NEET 2025 rank, category, and locked choices, the UPDGME will process the first round of seat allotment
  • Results will be published on the official portal — candidates can log in to check their allotted college
  • Allotted candidates must download the allotment letter within the given timeline
  • If satisfied with the allotment, proceed to report to the respective college with original documents
  • If not satisfied, you can choose to participate in the second round without reporting

6. Downloading Allotment Letter & Reporting


  • After seat allotment, log in to the UP NEET portal to download the allotment letter
  • Visit the allotted college in person with all original documents, allotment letter, and fee receipt.
  • Failure to report within the deadline may lead to cancellation of the seat.
  • After verification at college, your admission is confirmed.



7. Second Round and Mop-Up Round Process



Second Round is conducted for:

  • Candidates who didn’t get a seat in Round 1
  • Those who want to upgrade their allotted seat
  • New candidates who didn’t register earlier (if fresh registration is allowed)


Mop-Up Round is for:

  • Vacant seats after Round 2
  • Candidates who didn’t get a seat in previous rounds
  • Usually fresh registration is allowed in the mop-up round


After mop-up, a stray vacancy round may be held, if seats remain vacant

All rounds follow the same basic process:
Registration → Choice Filling → Allotment → Reporting







3. Number of Govt. Colleges in UP





As of 2025, Uttar Pradesh hosts approximately 46–48 government medical colleges, including:

44 state-run colleges

2 AIIMS institutes (Gorakhpur & Rae Bareli)

2 central university colleges (IMS BHU, Varanasi & AMU Aligarh)  


The total MBBS seat intake under the UP government quota is around 5,725 seats, With 15% AIQ seats.

These institutions are steadily developing, with improving academic infrastructure, NMC recognition, and dedicated teaching faculty. While clinical exposure may vary, students still receive essential hands-on training through functional district hospitals. 
Hostel and campus facilities are generally basic but sufficient. These colleges are a practical option for students looking for a government MBBS seat, especially those who are committed, self-driven, and willing to adapt in a developing setup.
If you're thinking of taking a ASMC or GMC apart from top ranked ones then it's probably better to take one in your city or closest to it.

👉 For modern infrastructure and better hostels, RMLIMS, GIMS, and UPUMS are strong choices.
